Just scoot it over off the pallet onto some cribbed up 1x4s or pieces of 3/4 plywood and then take alternating pieces out of the stack until the mill is on the floor. No need to take it apart but I would lower the table as far as possible. Two stout guys can push the mill on smooth concrete, or leave it on pipes until you get it where you want it.
